This is one of the characters from
Macross Delta. Disappointingly, I haven't been able to finish watching this series yet, but the first half was excellent and I'll definitely go back to it. She is the leader of the military pop-diva group (it's weird) Walkure. I got her first because I liked the multi-colored aspect of her hair. The amount of stickers and their quality, though, is a disappointment. Some day, I'll have to take this apart and paint a lot of it up to improve the look, but sitting up on the shelf it looks fine.
