Man-Bat

 Arkham Knight included its fair share of jump scares, most notoriously from Man-Bat. Dr. Kirk Langstrom sought to use bat DNA in order to modify humans and cure deafness. While experimenting on himself (as most comic-book scientists seem to do...) he accidentally turned himself into the creature known as Man-Bat. In a rogue's gallery that consists mostly of non-super-powered psychopaths, Man-Bat adds a monstrous and supernatural element to the villain lineup.

 This is one of those figures that has a real shelf-presence, being taller than any of the other characters as well as having a massive wingspan. And I was able to get him for the same price as any of the regular-sized characters (as of the moment I am writing this, it's still only $20 on Amazon). Definitely worth that difference.
